City lids are not available from BMW for the R1200/1250 Wethead panniers.
You might be able to buy the Authority panniers similar to the ones in your second picture??  That picture is a older model.
The Slim cases for the Wethead R1200RT Authority bike shows up in the US parts fiche but they will not fit the RS mounts.

Thanks for the update Lee. I'd be happy with the panniers from this  '22 R1250RT-P Authority bike.
