That is by design ... the low beam ("dipped" in the UK) is the right headlamp only, whereas when you turn on high beams, the left headlamp is added. The left headlamp (alone) has a slightly different beam pattern and aim than the right (low beam) headlamp, so that combined the two together produce twice the light output with a slightly different combined beam pattern compared with the low beam.
Most modern bikes with two headlamps use this asymmetric lighting approach which leads to many who are unfamiliar to ask questions such as yours. You are not the first.
