Here is the reply I got back from Air Canada, to give this a little perspective:

Hello Wayne,

For Toronto to London with a passenger ticket;

$1000CAD plus a $108GBP destination charge in London, plus a Dangerous goods declaration ($150-$250CAD)

For London back to Toronto with a passenger ticket;

$765GBP plus a $90CAD destination charge in Toronto (DG declaration charge included)

For Toronto to London without a passenger ticket

$1350 plus a $108GBP destination charge in London, plus a Dangerous goods declaration ($150-$250CAD)

For London to Toronto without a passenger ticket

$965GBP plus a $90CAD destination charge in Toronto (DG declaration charge included)

Please note the program runs until September 30th, and travel must be completed by that date.

Depending on your budget that might be not too bad for a bucket list trip.
