I recently bought a FreezeOut brand neck warmer tube. It seems to be warm and block the wind well (not sure about water proof), it has enough elastic to stay up while riding at some speed. I don't think I'd want to wear it in warmer weather though.

I like Cycle Gear Freeze Out products - good value for money. This storm collar does not claim to be a neck warmer, although it seems ever bit as warm as the non-waterproof Sedici neck gaiter I already have.
