I'm new to BMW and recently bought a 2018 model 1200RS which has BMW mountings for luggage at the rear but no boxes included.
Are these unique to BMW or a BMW labelled brand name such as Givi or Hepco & Becker?
I have searched Ebay etc, but seen nothing which looks like it would fit this type of mounting.

Correct but if you're patient you may find some for sale here, or on the other BMW oriented websites. You can also buy them from a BMW dealer like A&S BMW or Max. BTW, what color is your RS?

He is in England so best to buy them from dealers over there, else pay big shipping charges. Chances are probably better over in the UK for used ones.

Bike is black.
I have searched ebay/Facebook, but mainly see big aluminium boxes.
I have some soft panniers which I will test fit and see how close they get to the exhaust and wheel.

The aluminum boxes are usually for Adventure bikes and require different mounts.

I recently bought an R1250RS with BMW mounts, so have been through the same exercise. I found the standard BMW side cases ridiculously expense, even second hand, and worried that their width would seriously inhibit filtering, of which I do a lot. I found the cheapest option with the biggest range of side case sizes were the SW_Motech Evo side carriers, Givi adaptors and choice of Givi E Monolock side cases. One option, anyway. Shad is another, but I couldn't work out which was compatible with what!

I have a pair of Givi monokey panniers from a previous bike, but the frames to fit this bike are expensive, plus the boxes are big and bulky.
That's what I found too with the Givi's when looking for an alternate top case... The frames/adapters are way too expensive and SHAD was actually having decent sale prices on their site. Went with an SH44 with model specific plate for fraction of what Givi offers:
I ordered BMW panniers key & color matched to the RS configuration I ordered built. 15% Dealer discount plus the 10% MOA refund brought them close to aftermarket with racks.
I put on a whole Shad kit, including mounts, back rest, and inner bags for just over 1000 Euro (~$1100) including freight, shipped to Seattle from Italy. https://www.motostorm.it/en/ Of course, being outside the EU I didn't have to pay VAT and that helped some. Still, even with the high cost of shipping (about $350 IIRC) it was light years less expensive than trying to fit up OEM bags. The quality of the bags is excellent and that variable size top box is just brilliant. Maybe not a aesthetically pleasing as the OEM boxes, but for the difference in price, they look mighty good to me.
For comparison, my SW_Motech Evo side carriers, Givi adaptors and E22 Monolock side cases, including shipping and taxes, cost £387 - a little under $500. I have the option of buying and fitting the bigger E360s if needed. I hope they won't be - filtering 10-20 miles of autobahn traffic jams, as I have done in the past, could be tricky with the larger panniers!

They look good, and not too bulky. Between those and a top box, there should be enough luggage space for a decent trip.

Currently evaluating pannier options for the new season, this looks good as they are not too bulky, would you mind sharing the links to the givi adapters and swmotech side carriers?
Have you painted the tops or is that just the light.
