The headlight stays in the upper fairing as shown. It may be possible to remove it first but I don't think it is worth the effort.

Ok thanks I appreciate the clarification. I’ll continue by removing the screws that are obviously holding the headlight in.

I'm still seriously stuck on removing the fairing piece. Looking at the pic of the part (above) it shows a couple of fairing screws that are on top of the headlight (shown as #2 - #5 and #3 - #4 - #5). I cannot see how to reach those.
The service manual seems to want me to take off the tank fairings and every other plastic piece up front in order to replace a headlight but from the past threads on here that doesn't seem to be the way.
Is there any advice that you guys can share with me on this?

Might be time to follow the service manual.
Doesn't sound like the people who did it in the past threads you mentioned are still around or if they did, like me they don't remember the specifics.
I know I did have the left side off for my 2016 RS, which might be different from your 2023 R1250RS (although I don't see why it should). I don't recall it being that difficult. I removed mine to install the horn for my Denali SoundBomb between the headlamp assemblies. Here is the video on my YouTube channel. In that video you will see what I removed.
